Mukilteo Watershed-based Stormwater Strategies Management Plan

The City of Mukilteo undertook developing a “Watershed-based Stormwater Strategies Plan” when it was awarded a $75,000 grant by the Washington State Department of Ecology.  Along with the Department of Ecology, the city partnered with the City of Everett, Snohomish County Paine Field Airport, Snohomish Conservation District and Mukilteo School District on the project.  Technical assistance was provided by ESA, an environmental science and planning firm, and Silver Tip Solutions, a Mukilteo-based environmental consulting firm specializing in multi-scale watershed assessment.

This project has been funded wholly or in part by the United States Environmental Protection Agency under Puget Sound Ecosystem Restoration and Protection Cooperative Agreement grant PC-00J20101 With Washington State Department of Ecology. The contents of this document do not necessarily reflect the views and policies of the Environmental Protection Agency, nor does mention of trade names or commercial products constitute endorsement or recommendation for use.

The Watershed-based Stormwater Strategies Plan developed and employed a methodology to analyze the various watersheds city and surrounding area.  The methodology was a refinement of the Washington State Department of Ecology’s “Puget Sound Characterization” (Stanley et al. 2011) which established a framework to evaluate watershed processes.  Ecology developed equations to characterize the relative importance of key components of water flow processes, water quality and habitat.
The Watershed-based Stormwater Strategies Plan created an improved understanding of the negative impacts caused by the altered hydrology and identified priority basins where implementing Low Impact Development (LID) Best Management Practices (BMPs) would be most effective.
